Jovan Josifovski was born on 10 April, 1948 in Tetovo, Republic of Macedonia and by the nationality is Macedonian.
Graduated at the Law Faculty of the University “St. Cyril and Methodius” – Skopje in 1974. On 1st May 1975 he started to work as a clerk in the Republic Secretariat for Legislation and Organization and in 1979 he was determined do be on duty as an autonomous referent in the same Secretariat.
On 1st April 1983 we worked as an Advisor in the Republic Secretariat for Legislation and Organization as an Advisor to perform tasks related to monitoring and studying the legal system, monitoring the situation and events in the area of organization and method of work of the administration and regulations for management.
Since 1983 – 1985 he was appointed for a Head of the City Committee for communal affairs and traffic where he worked on normative activities under the competence of the City of Skopje.
In 1985 he was appointed for an Advisor in the Legislative Committee of the Assembly of the Republic of Macedonia up to 1990 when he was appointed for an Advisor of the Assembly of the Republic of Macedonia to exercise the duties and tasks of an adviser in the Legislative Committee of the Assembly;
In the 1992 he started to work as a Secretary of the Legislative Committee up to 1997 when he was appointed as a Senior Advisor in the Department of bodies of the Office of the Assembly of the Republic of Macedonia;
From May 1999, he was appointed by the Assembly of the Republic of Macedonia as the Deputy Secretary of the Assembly of the Republic of Macedonia who served until December 4, 2002;
In 2003 achieved the status of a civil servant and was assigned to a job with the title of advisor to the Commission on Political System and Inter-Ethnic Relations of the Parliament of the Republic of Macedonia.
On 14th of April 2006 he was elected by the Assembly of the Republic of Macedonia as the President of the State Election Commission.
He was elected by the Assembly of the Republic of Macedonia as a member of the State Election Commission on 4th December 2008 and on 8th of November 2011.
He was a participant in several election cycles in the auxiliary body of the State Election Commission in conducting parliamentary elections in 2002, referendum in 2004, presidential elections in 2004 and local elections in 2000 and 2005;
On 23 July, 2012, the Assembly of the Republic of Macedonia ascertained with decision of dismissing of his function – member of the State Election Commission before the expiration of the mandate due to fulfil the conditions for retirement.
For a Judge of the Constitutional Court of the Republic of Macedonia he was elected on 24 December 2012.
Participated on the UNDP Project: “One voter, one ballot paper”;
Participated on the International Conferences concerning exchanges of the international experiences in conducting elections.
Participated on study visit in the Republic of Slovenia and Mexico dedicated on leading methodological and technical processing of the electorate list;
Collaboration with IFES – International Foundation for Electoral Systems for parliamentary, presidential and local elections
Participated on seminars organized by the Office for Democratic Institutions and Human Rights – OSCE/ODIHR
