Biography


Fatmir Skender was born in 1966 in Debar. He is of Turkish nationality and resides in the village of Mal Papradnik.

Education


  • He completed his primary education at the “Moša Pijade” school in Centar Župa and his secondary education at the “Zdravko Čočkovski” Gymnasium in Debar.
  • In 1992, he obtained a degree in law from the Faculty of Law “Justinian I” at the University “Ss. Cyril and Methodius” in Skopje.
  • In 2001, he passed the Bar Examination.
  • In 2017, he earned a Master’s degree in Business Law with a thesis on “The Minimum Age Requirement for the Employment of Youth” from the American College University – UACS in Skopje.

Professional Experience


  • On 1 September 1992, he commenced employment at the State Authority for Geodetic Works in Skopje, at the Surveying and Cadastre Department in Debar, serving as an adviser for the registration of property rights.
  • From 1 January 2001 until 15 May 2005, he held the position of Secretary of the Municipality of Centar Zupa.
  • From 2006 until 31 August 2007, he worked as Head of the Surveying and Cadastre Department in Debar.
  • From 1 September 2007 until 23 April 2008, he practised as a lawyer.
  • From 24 April 2008 until 31 December 2013, he served as Head of the Legal Affairs Department in the Municipality of Centar Zupa.
  • From 2005 to 2007, he was elected Deputy President of the Municipal Election Commission (MEC) in Centar Zupa.
  • From 2011 until February 2013, he served as President of the MEC in Centar Župa.
  • From 1 January 2014 until October 2022, he served as a civil judge at the Court of Appeals in Skopje.

  • He has also taken part in seminars organised by the Association of the Units of Local Self-Government (ZELS) and international experts concerning the adoption and implementation of the Law on Territorial Organisation.
