Advisers to the Constitutional Court are participating in a four-day training course entitled “Reasoning of Constitutional Court Decisions,” organized the project “Strengthened Capacities of the Constitutional Court for Assessing the Constitutionality and Legality of Adopted Normative Acts and Protecting Fundamental Rights,” supported by the European Union.
The training is being conducted in two phases. The first phase took place on 4 and 5 June and focused on presenting newly developed templates and guidelines for drafting and reasoning Constitutional Court decisions, as well as preparing reports for communication with the bodies that adopted the acts and with the competent authorities during the proceedings.
Participants analyzed and discussed the structure, mandatory elements and methodology for preparing decisions in cases concerning the assessment of the constitutionality and legality of acts, as well as guidelines for preparing communication reports in these proceedings.
The training also presented new approaches to preparing reports for communication with competent authorities and institutions. Their purpose is to enable clearer identification of legal issues, improve legal reasoning, and ensure greater consistency and efficiency in the Court’s proceedings.
The second phase of the training will take place on 11 and 12 June 2026 and will focus on the practical application and testing of the tools developed. During the workshops, participants will present draft decisions and communication reports prepared for cases concerning constitutionality and legality, as well as cases involving the protection of human rights and freedoms.
Štefica Stažnik and Martin Sopronov, senior legal experts and members of the EU project team, have been engaged as trainers for the workshop.
