In its latest 2026 Rule of Law Report, the European Commission notes that the Constitutional Court of the Republic of North Macedonia has continued to strengthen its capacity to safeguard constitutionality and legality.
The Commission identifies the following as key indicators of this progress:
– an increased number of decisions repealing or annulling unconstitutional or unlawful legislation and regulations;
– a reduction in the number of cases pending for more than three years, reflecting improved judicial efficiency;
– strengthened institutional capacity through the development of a new organisational software system;
– and an increase in staffing levels from 57% to 76% of approved posts.
At the same time, the European Commission notes that, in certain instances, the deadlines set by the Constitutional Court for aligning legislation with its interpretative decisions were not observed by the Assembly.
The Constitutional Court remains committed to further enhancing its institutional effectiveness and to the consistent fulfilment of its constitutional mandate to safeguard constitutionality, legality, and the fundamental rights and freedoms of individuals.
