Opening Address to the IV BCCF Annual Meeting

Dear all,

At a defining moment for constitutional governance in our region and beyond, we gather united by a shared responsibility: to uphold the principles that safeguard democracy, protect fundamental rights, and preserve the rule of law. The challenges of our time — complex, evolving, and often unprecedented — call upon constitutional courts not only to interpret the law, but to stand as steadfast guardians of institutional balance and legal certainty.

Judicial independence is a human right inseparable from the right of individuals to access their natural judgment, their right to a fair and equitable legal trial, and their right to equal protection.

In this spirit, the BCCF has emerged as an indispensable forum for meaningful cooperation among constitutional courts. It serves as a bridge between legal traditions, a catalyst for jurisprudential dialogue, and a platform through which we strengthen our collective commitment to constitutionalism. Through its work, the Forum has fostered trust, encouraged the exchange of experience, and reinforced the understanding that constitutional justice is a shared endeavor that transcends national boundaries.

Our gathering in Ohrid represents more than a formal meeting — it is a reaffirmation of our common dedication to the enduring values that underpin democratic societies. Within the framework of the BCCF, we engage in thoughtful dialogue that enhances judicial independence, promotes stability, and contributes to the principled development of constitutional interpretation in an increasingly interconnected world.

The continued vitality of the BCCF reflects our shared recognition that the protection of constitutional order cannot be achieved in isolation. Rather, it requires sustained engagement, mutual respect, and a willingness to learn from one another’s experiences.

As we convene here today, we do so with the conviction that our cooperation strengthens not only our institutions, but also the democratic foundations of our societies. Through dialogue, we reinforce the resilience of the rule of law and affirm our common commitment to justice.

It is with great respect and optimism that we look forward to the exchanges ahead, confident that the BCCF will continue to serve as a vital pillar of cooperation and a guiding force for constitutional integrity in our region and beyond.
