President Kostadinovski Holds Working Meeting with the President of the Court of Audit of the Hellenic Republic

The President of the Constitutional Court, Darko Kostadinovski LLD, today held a working meeting with Sotiria Touni, President of the Court of Audit of the Hellenic Republic, and Antonis Nikitanis, Deputy Prosecutor General at the same court, which is the oldest judicial institution in the country, established in 1829.

During the meeting, the delegation was introduced to the jurisdiction, as well as the role, purpose, and mission of the Court of Audit. The Greek delegation explained that the Court’s role is to adjudicate disputes arising from the audit of public finances and to contribute to improving the quality and efficiency of public financial management, representing a significant element in ensuring financial discipline and accountability as foundations of the rule of law.

The key functions and priorities of the Court were also presented, including providing relevant findings to Parliament for the more effective exercise of its oversight role, improving financial management and accountability of state institutions, strengthening systems of financial control, and enhancing governance through internal control mechanisms.

Particular emphasis was placed on the Court’s preventive oversight jurisdiction, pursuant to which public procurement procedures exceeding EUR 300,000 are subject to prior review, as well as on its advisory role, especially with regard to contracts concluded by state authorities. These mechanisms were highlighted as important instruments for preventing irregularities and strengthening legal certainty.

The working meetings held in Athens were also attended by the President of the Judicial Council, Aleksandar Kambovski, and the President of the Supreme Court, Afrim Fidani, as members of the Macedonian delegation. The delegation presented the institutional competences of the respective bodies with similar powers. Among other matters, it was emphasized that the Constitutional Court, as the guarantor of constitutionality and legality, plays a key role in safeguarding the rule of law and ensuring legal certainty. In this regard, the exchange of experiences contributes to the further strengthening of institutional capacities and the improvement of mechanisms for oversight, accountability, and the protection of citizens’ rights.
