Delegation from the Constitutional Court Visits the European Court of Human Rights and the Council of Europe in Strasbourg, France

A delegation from the Constitutional Court visited the European Court of Human Rights and the Council of Europe. During the visit, members of the delegation familiarised themselves with the work of these key European institutions, attended hearings and presentations, and held meetings with judges and legal experts.

The delegation attended a hearing before the Grand Chamber of the Court in the case of Tergek v. Türkiye (no. 39631/20) and became acquainted with the Court’s working methods and procedures.

Throughout the visit, members of the delegation participated in training sessions on the functioning of the Court, were introduced to the HUDOC database and the knowledge-sharing platform, as well as to case administration and case management procedures. They were also briefed on the activities of the Department for the Execution of Judgments.

The delegation also visited the Parliamentary Assembly of the Council of Europe, where the HELP Programme and the work of the Office of the Commissioner for Human Rights were presented.

During all activities, the members participated actively in meetings and presentations, analysed procedures and mechanisms for the protection of human rights, and received practical guidance for enhancing the work of the Constitutional Court.

The visit was assessed as highly productive, with a significant exchange of knowledge and experience and a clear perspective for strengthening cooperation between the Constitutional Court, the European Court of Human Rights, and the Council of Europe. The visit was organised by the Delegation of the European Union through the Rule of Law and Capacity-Building Project, funded under the IPA III programme.

The delegation of the Court was led by the Secretary General, MSc Violeta Gjorgievska, the Head of the Office of the President, Ljubica Gadzovska, advisers Tatjana Janjić-Todorova, Aleksandar Lazov, Jasmina Simonovska, Marina Pelivanova-Dimovska, Hristina Belovska and Larisa Milevska, as well as project experts, including Team Leader Karsten Manke, Martin Sopronov and Victor Gratakos. The visit to Strasbourg took place from 3 to 7 March 2026.
