Short biography

Elena Gosheva was born on 2 March1948 in Orizari, Kochani. Graduated at the Law Faculty of the University “St.Cyril and Methodius”-Skopje in 1975. After the graduating, she worked as a clerk in the District Attorney Skopje where she worked on criminal charges of first and second degree till 1977 when after passing the bar exam she worked as an expert associate
In 1984 she was elected for deputy of Municipal Public Prosecutor in Skopje where she worked on a criminal charges and subjects up to 1997. The same working tasks she carried out in the frames of the Primary Public Prosecutor as a deputy prosecutor up to 2002 when she was elected for a deputy of the High Public Prosecutor in Skopje.

The public prosecutors in the area of the High Public Prosecutor elected her in 2008 for a member of the Council of the Public prosecutors of the Republic of Macedonia and afterwards she was elected for the first President of this institution up to 2010.During the mandate as a member of the Council of Public prosecutors of the Republic of Macedonia till 2012, works constantly on the elections and discharging of the public prosecutors, on the determining their numbers in the Public prosecutor’s offices, on the restructuring of the public prosecutors, on the drafting plan for organization of the work in public prosecutors offices and of the public prosecutors and other legal obligations. Through the Council of Public prosecutors of the Republic of Macedonia she participated on many round tables, counseling and lecturing on the criminal law and criminal procedure law issues, where she contributed by her own articles and attitudes on the matters.

For a Judge of the Constitutional Court of the Republic of Macedonia she was elected on 1st of June, 2012.

During her experience in the jurisdictional frameworks, she actively participated in the domestic and international scientific and expert forums such as Study visit in Italy in 2011 organized by Court of Justice of the European Union where she participated in the Program for mentoring in the criminal law issues in the jurisdictional institutions in Italy.

In the frameworks of the project of OSCE judiciary in 2008 she participated on the preparation of some draft laws concerning the public prosecuting and regulation of the work of the public prosecutors, as a Law on public prosecution and the Law for pay of members of Council of the public prosecutor of the Republic of Macedonia.

In the working of the Academy for training of judges and prosecutors participates with regular mentoring regarding the criminal law and takes part in the Study visit of judicial and public prosecutors council of Turkey in March 2012, organised by this institution.
